An independent review of NBN Co has found its early directors did not have the skills and experience necessary to oversee the rollout of the national broadband network (NBN).

This review follows an independent audit earlier this month that slammed Labor's rollout of the NBN and recommended all major infrastructure projects be subject to a published cost-benefit analysis.

The review commissioned by the federal government looked at the management and accountability of NBN Co's board members and officers from 2009 until the change of government in September last year.
