The government has played down the poll and says it shows Premier Denis Napthine is still the preferred premier ahead of Labor's Daniel Andrews, 41-33 per cent.

Along with Robert Gottliebsen and Stephen Bartholomeusz, Alan also founded Business Spectator, the popular business news and commentary website.

The Opposition has confirmed it will retain and expand the Victorian Energy Efficiency Target if elected while the Napthine Government is planning to close the scheme in 2015.

One of the issues voters are likely to decide at the November 29 poll is the future of the state's energy efficiency target.

A Galaxy/Herald Sun poll shows Victoria's Labor Opposition has a 52-48 per cent lead 103 days before the state election.
