Mr Oettinger said there will be a technical meeting between the EU and Russia in Brussels on September 4 aimed at "analysing the figures related to security of supply in the next winter. " He will meet on September 8 with Ukrainian Energy Minister Yuri Prodan, Mr Oettinger said. "It is after this meeting that we will agree on a date and location for the next trilateral gas talks which is convenient for all three sides.
Ms Mogherini, who was picked by EU leaders on Saturday to take over as the next foreign policy chief, said the situation in eastern Ukraine is "getting more dramatic. "We speak about an aggression," she told reporters. "I think that we need to respond in the strongest possible way to that.
There were concerns about Ms Mogherini's nomination as EU foreign policy chief by some of the Baltic and East European member states because of a perception that Rome has been reluctant to confront Moscow over Ukraine crisis.
Speaking at a news conference in the European Parliament, Ms Mogherini said the work on the new sanctions package started on Monday and said the European Commission will present options by Wednesday. "And by Friday a decision will be adopted," she said.
Separately Tuesday, European Union energy chief G√ľnther Oettinger released a statement saying there could be three-way talks on the Russia-Ukraine gas standoff by mid-September but that a date and location had still not been fixed.
