Obama sceptical of Ukraine-Russia ceasefire

Obama is stopping in Estonia on his way to the NATO summit in Wales. "It is clearly not accidental that the president has decided to stop in Estonia on the way to the NATO summit," Charles Kupchan, the White House's senior director for European affairs, said. "The two stops are essentially part of the same effort to send a message to the Russians that their behavior is unacceptable.

Russia has proved in the past that it was not serious about reaching a settlement, or Moscow has pretended that it's not controlling the pro-Russian separatists, he said.  Obama added, though, that his preference is to see a strong, productive and cooperative Russia. "There's an opportunity here," Obama said. "Let's see if there's follow-up.
